idD Portugal Defence will coordinate the Mozambique Assistant Measure from the European Peace Facility (EPF) from the European Union, on behalf of the Ministry of National Defence.

Accordingly to the “train and equip” principle, the UE will provide funding for the acquisition of non-lethal equipment to reinforce the Mozambique military units capacities trained bu the European Union Training Mission in Mozambique (Mozambique EUTM), allowing the creation of a Quick Reaction Force to reinstate security and ensure the presence of law enforcement agencies, subject to the law, to protect the civilians and the State services in Cabo Delgado, in the north of the country.

The project will last 30 months with a budget of 40 million Euros in the first 12 months for individual and collective equipment, ground mobility assets, technical tools and a field hospital.

About the EPF

The EPF is an instrument created during the Portuguese Presidency of the Council of the European Union in 2021 for the financing, by Member States, of EU actions within the scope of the Common Foreign and Security Policy aimed at preserving peace, preventing conflicts and strengthening international security. The EPF can be used to finance individual actions for enablers, Third States and regional and international organizations in military and defense aspects.

This was the first action funded by the EPF.

About the Mozambique EUTM

Following the insurgency in Cabo Delgado, and within the scope of military cooperation between Portugal and Mozambique, a training package was agreed in May 2021 given by Portuguese soldiers to Mozambican commandos and marines.

Afterwords, the EUTM Mozambique was enabled, with an expected duration of 24 months, which makes it possible to extend this training work initiated by Portugal from 2 to 11 units of the Mozambican armed forces. Instruction includes modules on International Humanitarian Law and International Human Rights Law.
