Development of the National Defense Technological and Industrial Base:

  • We promote the economic impact of Defense activities by overseeing and developing the National Defense Technological and Industrial Base.
  • We represent Portugal’s interests in the European Union (EU), NATO, and other international forums, seeking collaboration and cooperation opportunities.

National and International Partnerships:

  • We facilitate contacts and partnerships with national and international organizations, agencies, and entities, both public and private, in the Defense sector.

Identification of Funding Sources for R&D:

  • We seek to identify funding sources for Research and Development (R&D) projects in the Defense field, driving the emergence of new entrepreneurial and technological initiatives.

Transfer of Scientific and Technological Knowledge:

  • We encourage the transfer of knowledge between the scientific community and the business sector, fostering greater efficiency in the Research and Innovation (R&I) system and the creation of value in the development of new technologies and products for the Portuguese Armed Forces.

Contribution to Skilled Employment:

  • We aim to contribute to the creation and maintenance of highly skilled jobs in Portugal.

Monitoring the Defense Economy:

  • We monitor relevant Key Performance Indicators (KPIs) to study the development of the Defense Economy in Portugal.

We manage the equity investments held by the Portuguese State in companies within the Defense sector, exercising the shareholder function and promoting the implementation of sector-specific public policies.

  • 100% ownership of ETI – Empordef Tecnologias de Informação, S.A.
  • 59.8% ownership of Extra – Explosivos da Trataria, S.A.
  • 45% ownership of NavalRocha – Sociedade de Construção e Reparações Navais, S.A.
  • 35% ownership of OGMA – Indústria Aeronáutica de Portugal, S.A.
  • 18% ownership of EID – Empresa de Investigação e Desenvolvimento de Eletrónica, S.A.
  • 17.5% ownership of Thales Edisoft Portugal, S.A.

This activity enables idD to maximize synergies among its investee companies through concrete actions such as:

  • Enhancing the skills and capabilities of each company in relation to other invested companies, expanding strategic coordination, and creating value for the involved investee companies.
  • Facilitating access to international markets with the aim of increasing business opportunities for domestic companies.
  • Establishment of partnerships between invested companies and international entities.
  • Promoting business opportunities through participation in international trade fairs.

Multisectoral Collaboration:

  • We actively promote collaboration among the Armed Forces, businesses, universities, and research centers, driving innovation and dual-use applications.

Support for Internationalization:

  • In partnership with related entities, we support companies in the Defense sector by organizing, preparing, and facilitating foreign visits and missions related to the Defense economy. Portugal assumes the role of a producer and exporter of technology and services in the field of Defense.

Stimulating Exports:

  • We contribute to creating the necessary conditions for increasing exports by Portuguese companies operating in the Defense economy market, seeking to expand the reach of national companies on the international stage.

Smart Defence – Intelligent Platform for the Defense Economy:

  • We drive the Smart Defence platform, which acts as a meeting point for entities such as the Ministry of National Defense, the Armed Forces, Portuguese companies, research centers, and other stakeholders in the defense economy.
  • The platform centralizes a range of business opportunities and facilitates connections and collaborations through its matchmaking system.

We support asset optimization operations in the National Defense sector, particularly in the context of the Infrastructure Law (Lei Orgânica n.º 3/2019, of September 3), overseeing the management of processes related to the conservation, maintenance, modernization, and construction of infrastructure within the fixed component of the force system. We also manage the real estate assets allocated to National Defense for optimization in coordination with DGRDN and ESTAMO, S.A..

We carry out advisory actions in the acquisition, life cycle management, and disposal/deactivation of military equipment, ensuring, as stipulated in the Military Programming Law itself, the maximization of the impact on the national economy.

Through the development of this activity, we provide guidance on the management of complex military acquisition programs, from procurement to operational deployment. We also support the execution of joint programs with other states within the context of specific geostrategic relations, in compliance with the directives of the governing authority.

idD Portugal Defence is a company with exclusively public capital under the joint supervision of the Ministry of National Defense and the Ministry of Finance.
